Sarah Barclay Hoffman, MPP, is a Program Manager with the Community Mental Health CORE team at Children’s National Hospital, where she leads mental health policy and advocacy efforts. Ms. Hoffman also serves as Director of Policy for the Early Childhood Innovation Network, advancing systemic change to support lifelong health and emotional wellbeing for young children and their families in Washington, DC. She has expertise in policy and system approaches in perinatal and infant and early childhood mental health, integration of mental health in pediatric primary care, and community based mental health care. In her role, she also works with citywide, cross-sector partners, community leaders, and families to advance child- and family-serving policies and systems. Ms. Hoffman is a member of the DC Medical Care Advisory (MCAC) Committee, Chair of DC MCAC’s Health System Redesign Subcommittee, and a member of the Under 3 DC Executive Committee. She also is a former ZERO TO THREE Fellow, and the recipient of the 2025 ZERO TO THREE Emerging Leadership Award in Policy.
